Abstract


This study aims to find out what are the factors that support and hinder theimplementation of the program in special education or inclusive for children withdisabilities at school age.Type of research is research that is descriptive analytical normative. Data collectiontechniques used is the study of literature. Legal materials used include (1) UUD 1945,Act No. 20 of 2003, Act No. 23 of 2002, Act No. 4 of 1997. (2) secondary legalmaterials: scientific books; documents; reports and materials from the internet.Implementation of Inclusive Education is based on the belief that all people arevaluable in the community together, regardless of their differences. In education thismeans that all children regardless of their ability or disability, cultural background orlanguage, religion or gender, united in the same school community. Expected withdifferent types of alternative education services (schools) as above, parents can chooseschools that feel of Extraordinary most appropriate for the education of his daughterwith disabilities. There is no reason not to send their children with disabilities, simplybecause there is no school for them.
